【webrtc】PhysicalSocket::Bind返回-1 ，10013错误

• http服务需要listen固定的一个本地端口，
• 更新了win11的anti-virus库，发现8989不给用了。
• 绑定本机的0.0.0.0:8989,
• ::bind总是失败，10013 代表无权限。
• 重启电脑也不行。真是奇怪了。
• 但是也没有啥进程占用了这个端口啊。
• 一直以为是webrtc的问题，看了下这个是bind接口返回-1

协议 tcp 端口排除范围

netsh interface ipv4 show excludedportrange protocol=tcp


C:\Windows\system32>netsh interface ipv4 show excludedportrange protocol=tcp
