
please try to do this as follows and let me know if it worked
Back up all yours data, Just be prepared for worst case scenarios because we dont know what actually chnaged the registry values
Open run command, you can either get this right clicking start menu or holding window key +r
Type regedit and press enter, prompt the uac permission
Navigate to the following location: HKEY_CLASSES_ROOT\Folder

Double click on default shown in the right side
When double clicking, a new window pops up where we can change the value data, Now change it to Folder

Voila you should now able to create new folders by right clicking through option new or shortcut ctrl+shift+n or even in the folder ribbons
And now if the entire new menu option is missing then its all together different registry key problem but almost most of time its fixed by the files and folder troubleshooting tool,
As the same way open registry editor

Normally it should contain 5 subkeys including New subkey in your case it might be absent so right click on ContextMenuHandlers
select new–> key and name it as New

double click the default to change the value data
Change it exactly to
{D969A300-E7FF-11d0-A93B-00A0C90F2719}
copy and past the above value to the as value data
Voila you should now able to see new menu option…
